Limiting Systemic Professional Learning Involving Substitutes

To help ensure classrooms and schools are fully staffed, and to remain nimble and responsive to health concerns in schools and communities, HCPSS will limit professional development that requires substitutes in the first quarter or school. The only PD requiring substitutes during quarter one will be COMAR-required special education training. Additionally, HCPSS will reduce and limit meetings and/or professional learning for staff that do not require substitutes (counselors, school psychologists, etc.). This decision will be reevaluated later this quarter and may continue beyond the first marking period. 

While we remain committed to ensuring staff feel effective in their roles and supported with equitable access to professional learning, we recognize the extreme demands on school-based staff and do not want to put any additional staffing burdens on schools.
